The purpose is to protect the human, animal or plant life or health of member states, but these measures must be based on scientific principles and relevant international standards, and cannot constitute arbitrary or unreasonable discrimination and restrictions between member states.

Reiterate that members should not be prevented from adopting or implementing necessary measures to protect the life or health of humans, animals, or plants, but the implementation of these measures shall not constitute a means of arbitrary or unreasonable discrimination among members in similar circumstances.
